As university size, quality, and private sector collaboration are likely to affect university knowledge production independently of research spending, and are likely correlated with important unobservables, this comparison demonstrates the value of using an IV strategy to achieve a causal estimate of the impact of university research spending. There are academic libraries in fifteen state and private universities and other higher education institutions such as teacher training colleges and polytechnics. School libraries exist in a relatively small number; they are found in both public, private, independent trust primary and secondary schools.
